If I set E-Wallet as payment method, there is no option for customer to add funds to wallet in checkout process and I cant see a menu link or module that i could place that could do this - is that right?

Does this mean if I switch to live mode (from sandbox mode) it will work or this needs to be fixed also?

Thanks that allows me to go through the process of adding funds, however in the sandbox mode, that I'm in, transaction is locked in pending so does not compete.

To add the funds in E-Wallet, you can make the menu link for user transaction. And also give the permission for user category of Transactions, Add Fund, Withdrawal from backend.
