I want to start fresh with no categories so I can build up my own new categories and keep it better organized for my needs. How can I bulk delete all categories?

If there are products in the categories, which you're trying to delete than first delete the products. You can't delete the default categories.

However, there are several default ones like SPECIAL, ELECTRONICS, PHYSICAL that it says I can't because there are child categories to it, but I don't see any child ones.

You can select the categories which you want to delete and trash them. OR you can install sellacious again without sample data.
