I like to customize the fields in the "Add New Address" form that Users are prompted to fill out in the CheckOut section. Is it possible to do that.

Yes, you can customize that from. If you want to hide some fields you can do that from Sellacious backend > Settings > Global Configuration > Frontend display Options. At the bottom, there are options to hide these fields.
