I am having trouble with checkout. When buyer enters address and continues to payment he/she gets message "The seller does not ship to your selected location". I set up shipping rule that does not have any filters. Also, in Seller Info I left empty Shipping Availability (hoping that it means available everywhere).

Can I know which sellacious version are you using? Because this error was in the previous version. But in the current version, it's fixed.

So, I'll recommend you to update your sellacious version.
